Civic Bloom is guided by a singular conviction: those closest to the challenges are closest to the solutions. Founded by Cinthia De La Rosa, a systems-minded leader with more than 15 years at the intersection of urban planning, public health, resiliency, and civic organizing, Civic Bloom partners with communities, grassroots and community-based organizations, and institutions to translate bold ideas into executable strategy and transform community voice into institutional action.

Through deep community engagement practices, we ensure that the people most impacted by unjust systems are not only heard—but are leading efforts to shape their cities and the decisions that affect their daily lives.

Cinthia De La Rosa

Cinthia De La Rosa

Urban Planner. Public Health Practitioner. Community Engagement Leader.

Cinthia De La Rosa is a strategic leader with more than 15 years of experience advancing equitable change at the intersection of public health, urban planning, housing, and community development. Her work centers on helping organizations and communities navigate complex challenges through thoughtful strategy, strong partnerships, and meaningful engagement. Across New York City and Puerto Rico, she has partnered with residents, nonprofits, and public agencies to design solutions that are grounded in lived experience and built for long term impact. She holds a Bachelor of Science in Human Biology and a Master of Public Health from the University at Albany and a Master of Urban Planning from New York University.

Known for bridging community priorities with institutional decision making, Cinthia brings a rare combination of strategic insight, operational leadership, and relationship building. She helps clients move from vision to action by leading participatory planning processes, strengthening cross sector collaboration, and translating complex ideas into clear, actionable strategies. Her approach is rooted in equity, accountability, and the belief that the most effective solutions are created alongside the people most affected by them. 

Outside of her professional work, Cinthia is an endurance athlete who has completed multiple marathons and triathlons, including an Ironman 70.3, reflecting the discipline, resilience, and purpose that define her leadership style.
